How to fix a PDO error when accessing Panels or Views

Have you ever had an error like the following?

PDOException: SQLSTATE[HY000]: General error: 1267 Illegal mix of collations (utf8_general_ci,IMPLICIT) and (utf8_unicode_ci,IMPLICIT) for operation '=': SELECT c.name, s.uid, c.updated FROM {ctools_object_cache} c INNER JOIN {sessions} s ON c.sid = s.sid WHERE c.obj = :obj AND c.name IN (:names_0, :names_1, :names_2, :names_3, :names_4, :names_5, :names_6) ORDER BY c.updated ASC; Array ( [:obj] => page_manager_page [:names_0] => node_edit [:names_1] => node_view [:names_2] => term_view [:names_3] => user_edit [:names_4] => search-node [:names_5] => search-user [:names_6] => user_view ) in ctools_object_cache_test_objects() (line 134 of /home/dsj/public_html/sites/all/modules/ctools/includes/object-cache.inc).

If so, then you are having trouble with your collation settings in one of your tables, caused by the Fantastico installer. To fix this, you will need to put the offending collation back to match the collation on the other tables.

To fix this issue, do the following:
Open PhpMyAdmin, and go to your database
Check a particular table for which collation it's using
Select the name of the table, in this case, ctools_object_cache
Select the Check all button, then select the change icon
Set each of the collation options, where they are already set, to utf8_unicode_ci
